It turns out that Police don't have a duty to protect anyone. Similar to a case back in 2005 where the Supreme Court said police didn't have to protect a woman from her abusive husband (even when there was a restraining order), a Judge has found that Broward County Sheriffs had no Constitutional duty to confront the shooter at Parkland.
